If I want my child to have Project Gutenberg and a dictionary in his pocket, do I then allow him to install any NC-17 application?

You can set a maximum "level of naughtiness":

  Don't Allow Apps
  4+
  9+
  12+
  17+
  Allow All Apps

So, the short answer to your second question is "yes". Pretty stupid, huh?
