In a word, yes. It's a running joke in the book, eg children in Finland start reading at 12 months. Children in Finland eat all their vegetables, etc. It's intended to poke fun at fretful American parents and the things they say to motivate children. I've gotten more outrage over this one sentence from Finns than anything else in the book. :/
