Pardon the cynicism but the US government is notorious for shipping money and "aid" overseas and then have no way of accounting for it, no way for proving it was used as intended by those it was intended for.

Unnecessary cynicism because in science and research spending, there are a lot of tightly implemented controls (which makes sense). I think perhaps you're conflating this scenario with defense spending accountability, which is loosey-goosey by design (which also makes sense, I think).
I'm not confused. Certainly not as much as Uncle Sam. Consider the source article. Why didn't the "tightly implemented controls" *prevent* this? It didn't. Uncle Sam is just as human as the rest of us. In fact, Aunt History would argue even more flawed.
