More like massive fraud against tax payers. The State is part of the problem here, not a victim. Glad the money I earn by laboring is being taken from me (without consent) and literally handed over to criminals.

Edit: I see some of you just down vote what you don't agree with. That is OK it doesn't make me wrong. The state is complicit here in funneling tax payer money to fraudsters due to their own incompetence. This money is being taken out of the hands of those these programs are for.
