Yes, the user can upload a certificate via CPANEL manually using a service such as Zero SSL; but bluehost does those automatically & there's no action needed for updating the certificate every 3 months (as is the case when done via cpanel) in VPS.

No, I'm not talking about manually uploading a cert; I'm talking about AutoSSL, their feature that automatically requests and installs an LE cert:
