Indeed. Even the full JetBrains package is good value even for a hobbyist programmer. People spend thousands on fishing rods and golf clubs for their hobbies yet when it comes to software they scoff at anything over £30.
Having said that I think a community edition of CLion will be needed in the not too distant future as the competition in the C++ IDE space is improving with VS now free and Qt Creator.
