Phrack is about hacking in the cracking, reverse engineering, finding exploits meaning of the word. Code Quarterly is apparently about hacking in the Hacker News sense: have a quick look at the "types of article" list. They mention history, book reviews, interviews, etc.
What do you mean, "what advantage?" That's like asking what advantage is it to have Harper's as well as The New Yorker, when you could just have one magazine instead. They publish different things! If you like periodic long-form articles about programming, then you have twice as many of them, that's the advantage!
